Multi-State Theft Ring Busted With 3 Year Old Child

Police in Woodstock, GA arrested three people yesterday for running a theft ring between north Georgia and Florida. James Jesse Clay, of Silver Creek, GA, is suspected to be the ring leader. Also arrested were Anna Marie Gillespie and Ashley Elaine Waller, both also of Silver Creek.

The group’s method of theft was to purchase electronics from Walmart stores in both states, then go back into the store and pick up identical merchandise and take it out the front door without paying. They used the receipts as “proof of purchase”.

When they were caught and arrested, Waller’s three year old daughter was with them. The daughter was taken into protective custody and turned over to the Department of Family and Children Services.

Oh, by the way, James Jesse Clay is a registered sex offender in Florida, who “failed to register” in Georgia. So, let’s examine Ashley Waller’s parenting here. First, she is accused of theft by receiving stolen property and intent to cheat or defraud a retailer. While allegedly commiting these crimes, she exposed her own child to danger (there is ALWAYS the threat of violence in a criminal act). On top of that bit of genius, she was with a registered sex offender who was also allegedly stealing merchandise, and who had not registered as a sex offender at his new location.

In my opinion, if these allegations are true, Ashley Waller is among the worst of the worst when it comes to shoplifters. She not only victimized the stores she helped steal from, but she victimized her own daughter by exposing her to criminal activity, and then the trauma of being taken from her momma by police and social workers.

    This innocent 3 year old is the daughter of my step-son. He was just alerted by Child Protective Services, who thought he was still in the military in Florida. I hope Ashley never gets to set her eyes on beautiful, innocent Jocelyn.

    I am one of Jocelyn’s great Aunts. Her daddy sends us pictures regularly. Ashley has kept her from her father. Ashely should never be able to have custody of Jocelyn or other children. How could she subject this sweet baby to a Child Molester. Mothers are supposed to protect their children from harm. Please say prayers for Jocelyn and her family. I don’t understand why it took CPS from 10/15 until 11/6 to locate Jocelyn’s Father and Grand Parents in Florida? They have loved her and been part of her life since birth.

    I am Jocelyn’s Aunt, her father is my step brother and our daughters are a year apart and actually resemble one another. I cannot fathum my child sitting in custody, missing her parents, wondering why she’s alone. Missing being a kid, dressing up for Halloween and being a kid. I am Stationed in GA and will be headed to see Joce with her father and Grandmother.

    I pray she is going to mentally recover.

    Wow! I see this article struck a chord. Thank you all for your comments. It is my hope that these articles will help educate folks about this problem. We need to get tough on parents who subject their kids to criminal activity, and somehow protect the kids without the bureaucracy that leaves them with strangers for weeks.
    It is a tough problem, and of course our thoughts and prayers go out on behalf of little Jocelyn and her family.

    Do you know of any support groups who can give recommendations on how to avoid the mother getting Jocelyn once she is out of prison. One attorney wants $5000 up front money. Just wondered what others have done to get full custody.

    I am the other female that was caught with them. I spent 37 days in county lockup until my family came from IL and bonded me out. James and Ashley made bail and bolted while leaving me in jail. They have both been caught and are in federal custody. They took most of my belongings and sold them while I was in jail. I can’t believe it took GA so long to contact Jocelyn’s father but since he is not on the birth certificate it would complicate matters. I also know for a fact Ashley never withheld Jocelyn from her ex. He was refusing to accept her calls after he stopped paying child support. Before I get any comments on hanging out with a sex offender. I seriously didn’t know I didn’t even find out until I was arrested and is the reason I was coroporitive with the police. Jocelyn is a beautiful wonderful sweet child. Extremely smart and a bit of a chatterbox. I am glad she is safe and away from the lifestyle that she was dragged into by her mother. I was worried about her and am glad that she is with a loving family again. I seriously doubt Ashley will ever regain custody due to the fact that she jumped bond and abandoned her child.

    I am Jocelyn’s Grammy and Brandon’s(Jocelyn’s father) mother. As with all stories there are 2 sides to the issue of Brandon, Ashley and Jocelyn and who did or did not fulfill responsibilities. That being said, the main issue is Jocelyn’s well being. Currently she is living with her daddy and doing wonderfully well! Some recurring stories and behavior are of concern and will be addressed by professionals.

    As for why it took GA so long to locate Brandon – Georgia did NOT. North Carolina Child Protective Services contacted us. Had it not been for that bright funny little 3 year old this would not have happened – she would have been placed in permanent foster care. Ashley told CPS that she did not know where the father was and that he had never been involved with his daughter – all of which are completely untrue. When interviewed, Jocelyn is the one who told CPS all about her daddy. They went the extra mile to see that Brandon was located. Words cannot express how thankful we are to those folks. Jocelyn’s case worker and her temp foster mom are angels and will always be in my prayers.

    All who read this should know that Brandon and Ashley love Jocelyn very much. They both want all the best of everything for her. Ashley has made some very unwise decisions, but in my heart I know that if she had ever had any idea how this would effect Jocelyn she would NEVER have made those decisions. I know this is an extreme wake up call for Ashley and I can only pray that she learns from it.

    Thanks so much for your comments. I write a lot on this blog about parents and/or guardians who go shoplifting with their kids in tow. This particular incident seems to be one of the more popular stories on this site right now.
    As I’m sure you’ll both agree, this kind of thing can change lives forever, and not for the better. I have a real problem with any parent who would disregard the safety of their child in such a way. This is not the worst case we’ve heard and written about, though. There are actually parents who have abandoned their children with store employees in their efforts to escape being caught.
    I do sincerely hope that little Jocelyn is well, and I’m sure that she is in a much better environment now, just from reading all of your comments. With time, she’ll get over all of this. Kids are tough, and very resilient. If there is anything I can do to help, please don’t hesitate to contact me.
