This is an ever increasing problem, and it's getting worse especially in the current economy. Where I work in law enforcement we see more and more organized crime at these levels. They seem to have learned the rules of the stores, i.e. what the store security can and/or will stop them for, their policies, dollar amount, etc. Surprisingly a lot of store policies instruct their security "not" to detain or arrest subjects that become irate or cause a scene. I believe this is because they would rather write off the loss for the merchandise over causing a bad experience for their customers. Anyway, it's pretty disgusting that we have to work and pay for all our stuff and these people are just helping themselves.

The thing that is sad is that some of us get free things LEGALLY. Some people who use coupons to get free stuff also sell these things on e-bay or wherever for discounted prices. So telling people not to buy these things hurts the honest people too. I hate theives. Once again, the bad guys ruin things for everyone.
